Instructional Materials Allotment

Each district and open-enrollment charter school is entitled to an IMA. The amount of the IMA is determined biennially by the commissioner and is based on the legislative appropriation. Districts and open-enrollment charter schools have access to their allotment through the educational materials ordering system known as EMAT.

Proclamation 2024: The State Board of Education (SBOE) issued Proclamation 2024 at its April 2022 meeting to call for science, grades K–12; technology applications, grades K–8; Personal Financial Literacy and Economics; and several CTE courses.  The SBOE is scheduled to adopt materials for Proclamation 2024 in November 2023. The adopted materials will go into classrooms in the 2024–25 school year.


In accordance with Texas Education Code (TEC), §28.0062, local educational agencies (LEAs) are required to provide for the use of a phonics curriculum that uses systematic direct instruction in kindergarten through third grade to ensure all students obtain necessary early literacy skills. The Texas Education

Agency (TEA) is required by TEC, §28.0062 to provide assistance to LEAs in complying with this requirement.
