HQIM

High Quality Instructional Materials (HQIM) are curricular resources that:

  • Ensure full coverage of Texas Essential Knowledge and Skills (TEKS).
  • Are aligned to evidence-based best practices in the relevant content area
  • Support all learners, including students with disabilities, English Learners, and students identified as gifted and talented
  • Enables frequent progress monitoring through embedded and aligned assessments
  • Includes implementation support for teachers o teacher and student-facing lesson-level materials

HQIM are designed to help teachers:

High Quality Instructional Materials (HQIM) Implementation Support

Customized Professional Learning (virtually or in-person) on state-adopted implementation protocols providing a systematic approach to instructional planning, delivery, evaluation, and reflection.   Or instructional coaches and leaders on conducting observation and feedback cycles using HQIM-specific observation tools, as well as learning for administrators on ensuring district- and campus-level systems support implementation, leading change management, and monitoring implementation progress.

A thought partner for educators to master these job-embedded supports, the HQIM implementation protocols that provide a systematic approach to instructional planning, delivery, evaluation, and reflection supporting any HQIM or open education resources (OER) in any subject to ensure all students have access to high-quality and rigorous grade-level content.

TEA Open Educational Resources (OER) options:

TEA Available Materials (TAM) offer an aligned suite of high-quality instructional material resources designed especially for Texas. Two types of materials are available to local education agencies (LEAs):

  • Core products: full sets of materials designed to cover 100% of the Texas Essential Knowledge and Skills (TEKS) in a grade level/band
  • Supplemental products: materials not designed to cover 100% of the TEKS but that complement, enrich, or extend supports in a particular subject and grade band

The type of materials license impacts the length of time educators and districts can access a digital product. There are two types of licenses:

  • Open education resources (OER): state-developed digital materials that are freely available forever to Texas school districts and educators
  • State licensed: digital materials that are freely available to Texas school districts and educators for a specified time period

Prior to publication, materials go through a rigorous third-party review. Review criteria include TEKS alignment, support for all learners, progress monitoring, implementation support, and more. Products also are subject to a focus group of Texas educators.
