The mission of PACER Center is to expand opportunities and enhance the quality of life of children and young adults with disabilities and their families, based on the concept of parents helping parents. 

This framework is a template in electronic format that summarizes state and federal requirements for special education by topic. The development, production and ongoing on-line maintenance of the framework is coordinated through statewide stakeholder input. This TEA project is under the leadership of Region 18 Education Service Center with the support and staff participation from each of the other regional ESCs. You may contact your local service center with Framework questions.

The Child Centered Legal Framework IDEA 2004 is the most current framework that aligns with IDEA 2004. It contains more information in a format that makes it easier to find information by topic.
