The statewide Comprehensive System for Personnel Development (CSPD) Leadership Council consists of members representing parents, community, state agencies, institutions of higher education and education service centers.
The role of the CSPD Leadership Council is to serve as an advisory group to the Texas Education Agency (TEA) concerning the recruitment, preparation and retention of highly qualified special education teachers and personnel.
The Education Service Center, Region VI (ESC6) is the state lead for the Texas Comprehensive System for Personnel Development Leadership Council and is responsible for coordinating meetings of the Council as required by the Texas Education Agency.
Responsible for developing partnerships between Institutions of Higher Education, Education Service Centers, and the Texas Education Agency, the CSPD Leadership Council facilitates a number of activities regarding the recruitment, training, and retention of highly qualified special education teachers and related service personnel.

The National Comprehensive Center for Teacher Quality (NCCTQ) is a national resource for guidance in addressing issues for teachers serving students with special needs.
NCATE and TEAC are accreditation organizations for education programs preparing teachers and other school specialists.
inTASC works collaboratively with schools and educational agencies to conduct research on issues related to technology and assessment.

Texas Study of Personnel Needs in Special Education 2006This report presents findings of statewide surveys of special education administrators, human resource administrators, special education teachers, and other special education professionals (e.g., speech language pathologists and educational diagnosticians) in Texas public schools. Results provide an assessment of special education staffing levels, turnover rates, and projected shortages for special education positions. The analysis examines effective recruitment and retention strategies as well as the preparation, experience, and work environments of special education personnel. The report concludes with a discussion of the policy implications of survey results and recommendations for the effective recruitment and retention of special education personnel.
