Title III, Part A - English Language Acquisition and Language Enhancement-Shared Services Agreement (SSA)

The ESEA Title III, Part A ELA (English Language Acquisition) Shared Services Agreement (SSA) is a consortium of districts and charter schools that utilize Title III monies to support implementation of supplemental programs and activities to increase academic achievement and language proficiency for English language learners. Region 6 ESC provides customized technical assistance and staff development to participating districts and charter schools that select Region 6 ESC as their fiscal agent. Services provided through this SSA include, but are not limited to:

It is the responsibility of the ESC to provide:

  • Title III Program leadership and direction through:
    • Capacity as fiscal agent of the SSA
    • Preparation and submission of the application and amendments
    • Preparation and submission of quarterly and summary financial reports, and end of year program compliance reports
  • Technical Assistance in:
    • Program policy and expenditure guidelines
    • Compliance and documentation requirements
    • Planning, implementing and evaluating language instructional programs designed for English language learners
    • Promoting parental and community participation in programs that serve English language learners
    • Data disaggregation of assessments used in the measurement or progress and attainment of English language proficiency standards to meet the Annual Measurable Achievement Objectives (AMAO)
    • Guidance in development and implementation of required plans for member LEAs not meeting AMAO targets for two or three consecutive years
  • Professional Development in:
    • Trainings that assist certified teachers in the process of adding supplemental English as a Second Language (ESL) or Bilingual teaching certifications
    • Staff development on research based methodologies designed to improve the instruction and assessment of English language learners leading to increased achievement

It is the responsibility of member districts to:

  • Collect and submit application and compliance information to Region 6 ESC in a timely manner
  • Implement programs and activities as stated in the Title III portion of the application
  • Maintain and submit appropriate fiscal and program records as required to Region 6 ESC in a timely manner
  • Supervise and evaluate any Title III funded personnel and maintain all required personnel records
  • Ensure that any instructional staff hired with flow through funds meet highly qualified according to guidelines and maintain proper personnel documentation
  • Establish and maintain contact with private non-profit schools in the district attendance area
  • Provide the Region 6 ESC with all required private non-profit school documentation as it applies to application, compliance reporting and program participation

The Fiscal Agent is not liable for any legal action against the LEA in regards to the use of flow through funds. All flow through funds are to be spent according to program and fiscal guidelines and may be subject to compliance monitoring. In the event this arrangement is terminated by either party, ownership of any asset shall remain with the LEA that purchased it, while the balances of unspent flow through funds remain with Region 6 Education Service Center. When a new district enters the SSA and comes with carry over funds, those funds will be flowed back to the district for use in the current year.
